Which projects are eligible?
WBSO applies to development projects, including technically new software development projects and physical product development. WBSOaanvraag.ai supports WBSO applications for both software projects and physical products and production processes.
Development projects, software and physical products
A development project focuses on developing technically new physical products, production processes or software. Technically new means that the working principle or solution is unknown to you as the applicant and you solve technical challenges yourself. There must be technical risks or uncertainties. The project ends when the working principle is demonstrated, for example with a prototype or model.
Specifically for software, only the development of technically new software falls under WBSO. This involves solving technical problems with new information technology principles, where iteration and self-development are central. Simply formulating algorithms or applying existing technology does not count.
For physical products, you develop technically new products, materials or production processes. This can range from new materials and components to complete machines or systems. Developing new production methods or processes also falls under WBSO, provided there is technical innovation and uncertainties. It's about solving technical challenges that have not been solved before.
How does the application process work?
You must always submit a WBSO application before the start of the project via the RVO eLoket. A retroactive application is not possible. The application period is a minimum of 3 months and a maximum of 12 months. Your application automatically continues until December 31 of the relevant calendar year.
Prepare your application carefully. Gather your company details, a description of the S&O project, the expected number of S&O hours and, if applicable, costs and expenses. Also determine whether you choose the flat rate or actual costs/expenses.
You can include multiple S&O projects in one application. For each project, you describe the work, the technical problem or research objective, the approach and the intended results. You can optionally use the project form on the RVO website. You can upload this later in the application portal.
You log in with eHerkenning level 3 (eH3). Intermediaries also need a chain authorisation. Separate instructions apply for a BV in formation.
Keep deadlines in mind. For example, if you want to start on January 1? Then submit your application by December 20 at the latest. For self-employed persons, the application period starts on the day of submission.
In a hurry? Then you can submit a form-free application and complete it later. Withdraw it if you decide not to submit a final application, to prevent it from counting towards the maximum of four applications per year.
Important deadlines and figures 2026
In 2026, the total WBSO budget is €1.817 billion. The benefit is 36% on the first €391,020 of S&O base and 16% for the remainder. Startups receive an increased percentage of 50% on the first bracket. The application deadline ends on the last day of the month preceding the start month of your project.
